House Health-Care Vote: A Question of Constitutionality

Michael McConnell, a Stanford University constitutional law professor, writes in The Washington Post that “No bill can become law unless the exact same text is approved by a majority of both houses of Congress.”

Further, a Democrat proposal seeks to have the Senate’s health-care bill pass the House without the House actually voting on it, the better to obscure the representatives’ actual stance and actions with their constituents. This “cannot be squared with Article I, Section 7 of the Constitution,” states Professor McConnell.
